Facts are facts, and it is indeed a CIVIL penalty not a criminal penalty by existing Federal law, with the preemption clause of the constitution mandating that Federal law takes precedence over any conflicting state laws written. The conservative 8th district full court agreed with this based on court precedents before Iowa. More specifically it was already ruled on in an Arizona case in 2012. You don't get to make up laws just because you don't like the one already written.

Last fall I had even heard "rumors" that they were going after trans people. With this being all politics and engineered simply to gain votes is unfathomable to me. Again it's the same story.
